EVALUATION REPORT No 6 E 2016. "Tendering process to Lease a Property for the Official Residence of The Argentine Embassy in United Arab Emirates" (Second Invitation)

EVALUATION REPORT N° 6 E/2016
EEARB – LEASING OF A PROPERTY FOR THE OFFICIAL RESIDENCE OF THE EMBASSY OF ARGENTINA IN UNITED ARAB EMIRATES. PRIVATE TENDER EEARB No 3/2016 (SECOND INVITATION)

The Evaluation committee designated according to the Ministerial Resolution Number 135 dated 14 March 2014, and under the provisions of Regulation of Contracting Regime of the National Public Administration approved by Decree No 893/12, has analyzed the Private Tender process EEARB No 3/2016 (Second Invitation) which objective is Leasing a Property use as Official Residence of The Embassy of Argentine Republic at United Arab Emirates (EEARB), and the offers submitted by: I)LUNACCESS REAL ESTATE INVESTMENT L.L.C.; II)AMENA HUSSAIN AL NOWAIS AND III)WILTSHIRE REAL ESTATE L.L.C, in their formal aspects and the quality of the bidders.

The LUNACCESS REAL ESTATE INVESTMENT L.L.C. submitted the offer indicated in pages 428 to 467 (Non-official translation in pages 469 to 478), for the leasing of the property located as Villa G3 Hills Abu Dhabi, City of Abu Dhabi, for the total amount of SIX HUNDRED EIGHTEEN THOUSAND TWO HUNDRED FIFTY EMIRATI DIRHAM (UAE618,250), including security deposit, realtor fee, and others.

Mrs. AMENA HUSSAIN AL NOWAIS (DI N° 784-1988-1957280-5), submitted the offer indicated in pages 479 to 506 (Non-official translation in pages 508 to 518), for the leasing of the property located as Villa 229 Saadiyat Island, City of Abu Dhabi, for the total amount of SIX HUNDRED EIGHTEEN THOUSAND TWO HUNDRED FIFTY EMIRATI DIRHAM (UAE618,250), including security deposit and realtor fee.

The WILTSHIRE REAL ESTATE INVESTMENT L.L.C. submitted the offer indicated in pages 519 to 556 (Non-official translation in pages 558 to 574), for the leasing of the property located as Villa 737 (SB17), Saadiyat Beach Villas Community, City of Abu Dhabi, for the total amount of SIX HUNDRED SIXTEEN THOUSAND EMIRATI DIRHAM (UAE616,000), including security deposit and realtor fee.

The General Direction of Infrastructure, Services and Property Management (DGISA) informed, through Memorandum No 317 dated 30 August 2016, indicated in pages 579 to 580, that all the properties meet the approved Technical Specifications. As well informed that all the offers are economically reasonable.

Note by COMEV No 9/2016 dated 01 September 2016, attached on page 581, The Evaluation Committee (COMEV) request to LUNACCESS REAL ESTATE INVESTMENT L.L.C.: i) submit signed copies of the documents detailed therein and ii) indicate if LUNACCESS is the owner of the offer property, if it is not, it will be necessary to comply with the point 4.7 of the Bidding Terms.
 

In the Pages 587 to 606 the Mission complied with the requested documents.

After analyzing the submitted documents, it appears that the offer by LUNACCESS REAL ESTATE INVESTMENT L.L.C. complied with the requested documents on the Special Bidding Terms and Conditions.

Conclusion:

Based on what has been stated previously, this Commission recommends:

A) Award by suitable offer, the leasing of the property located as Villa 737 (SB17), Saadiyat Beach Villas Community, City of Abu Dhabi, for the total amount of  SIX HUNDRED SIXTEEN THOUSAND EMIRATI DIRHAM (UAE616,000), including the security deposit and the realtor fee ,for a period of one (1) year from the signing of the contract.

B) Set a second in order of merit, the offer submitted by Mrs. AMENA HUSSAIN AL NOWAIS (DI N° 784-1988-1957280-5) and third the offer submitted by LUNACCESS REAL ESTATE INVESTMENT L.L.C.
